Business Continuity & Emergency Management Consultant Location: Integrated Operations Center (IOC), Tualatin, OR

We are currently seeking a skilled Business Continuity & Emergency Management Consultant to join our team and contribute to our mission of maintaining robust business operations in all circumstances.
Position Overview: As a Business Continuity & Emergency Management Consultant, you will play a pivotal role in safeguarding our organization's resilience. You will leverage your in-depth knowledge and experience to develop, implement, and continuously improve our business continuity and emergency management strategies. This role demands a proactive approach to identifying potential risks, designing comprehensive response plans, and leading initiatives that ensure our business units are well-prepared to handle any emergency.
Key Responsibilities: Exercises and Education :
Manage, participate in, and evaluate emergency and business continuity exercises. Facilitate internal and external drills and table-top exercises to ensure preparedness. Create exercise objectives using Master Scenario Events List (MESL), ability to develop Situation Manual (SitMan) and identify action items that will provide resilience opportunities from the exercise. Knowledge of HSEEP fundamental principles to frame common approach to exercises.
Business Impact Analysis: Conduct risk and impact assessments to identify critical service gaps and define essential services and staffing needs.
Business Continuity Planning: Coordinate the design, development, implementation, and maintenance of comprehensive business continuity and tactical response plans, ensuring the protection of company assets.
Emergency Response: - Monitor and communicate emerging situations that may require emergency responses. Facilitate the mitigation of potential business interruptions and lead response efforts during events impacting business operations.
- Research and Innovation: Stay abreast of industry trends and practices. Research and recommend new systems and technologies for emergency response, planning, and recovery.
Program Evaluation and Compliance: Evaluate business continuity and emergency management programs to ensure they meet regulatory requirements, best practices, and industry standards. Implement feedback to drive continuous improvement.
External Relations and Communication: Represent the company in emergency management industry associations and business continuity forums. Collaborate with community and government officials, including Public Safety Partners and emergency managers, to strengthen regional interdependencies and disaster recovery plans.
Business Continuity & Emergency Management Program/Strategy: Identify, develop, implement, and update enterprise-wide business continuity and emergency management programs. Promote a culture of resilience through Planning, Organization, Equipment, Training, Exercises (POETE). Build and maintain strong relationships with business units to support program initiatives.
Qualifications: Education: Bachelor's degree in Risk Management, Business Administration, Emergency Management, Public Safety, Public Administration, or a related field, or equivalent experience.
Experience: Minimum of two years in a related field, preferably in a heavily regulated industry. Experience with enterprise-wide business continuity or emergency management is preferred.
Certifications: Relevant certifications in Business Continuity or Emergency Management are a plus. Master Exercise Planner (MEP), Certified Emergency Manager (CEM), Certified Business Continuity Professional (CBCP), Associate Business Continuity Professional (ABCP),
Knowledge, Skills, and Abilities: Functional Competencies:
- Intermediate knowledge of business continuity, emergency management, and disaster response principles and procedures.
- Familiarity with the Incident Command Structure (ICS), National Incident Management System (NIMS), and related standards.
- Understanding of risk mitigation principles and best practices.
- Knowledge of utility industry systems and regulations, including Oregon Public Utility requirements.

- Excellent interpersonal, communication, and project management skills.
- Ability to prioritize and organize tasks effectively.
Physical and Cognitive Demands: - This position requires a valid driver's license and a history of safe driving practices.
- Ability to handle high-pressure situations, respond to emergencies, and adapt to changing circumstances.
- Frequent travel within the service territory and occasional overnight travel outside the territory.
- Regular computer use and occasional lifting of up to 10 lbs.
Work Environment: The role involves a mix of office work, on-site assessments, and fieldwork under varying conditions, including inclement weather and unstable surfaces.
Schedule/Attendance:
- Flexibility to work long hours and variable schedules, especially during emergencies or severe weather conditions.
- Consistent attendance and the ability to meet set response times and deadlines.

Compensation Range:
$87,225.00 - $145,375.00
Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
