The Staff Services Analyst/Associate Governmental Program Analyst (SSA/AGPA) in the CalWORKs and Family Resilience Branch will support California's 58 counties in implementing CalWORKs (welfare in California) policies and initiatives. They identify statewide and county specific programmatic and operational issues through analysis of caseload data, systemic factors and verbal/written communication with county welfare departments, welfare rights advocates, welfare recipients, inter-departmental staff, and other entities involved in administering, overseeing, or participating in the CalWORKs welfare-to-work program. They develop recommendations for management approval to improve county operations by analyzing county performance data through review of state and federal laws and regulations or other formal instructions, with consideration of budgetary constraints. They also provide policy consultation and act as a liaison to various program partners and stakeholders, including county welfare departments, other state departments, and inter-departmental entities regarding CalWORKs welfare-to-work program issues. In addition, they participate in and perform remote and on-sight policy and data reviews, and technical assistance with county welfare departments regarding their administration of the welfare-to-work program. The SSA/AGPA will issue formal instruction and guidance for county welfare departments to provide information on program oversight and technical assistance efforts.

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.
This position is eligible for hybrid work in accordance with the Governor’s and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.
