This position requires the ability to monitor and enforce compliance with federal and state laws, rules, and regulations; plans, directs and evaluates the contract management operations of the DCSS. Essential Functions Subject to management approval, serves as Deputy Administrator for Contract Management for the Division of Child Support Services (CSS) Serves as a full line supervisor Monitors and enforces compliance with federal and state laws, rules, and regulations Plans, directs, and evaluates the financial management operations of the Child Support Services (CSS) and the conversion of IV-D agency policy and procedures to formal, operating status Plans, directs, and evaluates special projects Serves as agency spokesperson for the bureau’s programs with other bureau representatives, with the Governor’s office, and with members of the Legislature Directs and monitors the policy development system for the State of Illinois Title IV-D Child Support Services program Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above Minimum Qualifications Requires graduation from a recognized law school Requires the possession of a license to practice law in Illinois Requires prior experience equivalent to four (4) years of progressively responsible administrative law experience in a public or business organization Preferred Qualifications Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, training staff and approving time Two (2) years of professional experience planning and directing the financial operations of a public or private organization Three (3) years of professional experience interpreting and applying state and federal law as it relates to child support Three (3) years of professional experience developing, implementing, and evaluating policies and procedures for management of a child support program Two (2) years of professional experience providing legal advice Two (2) years of experience developing and maintaining working relationships with other state, local, and public agencies, and the legal community Conditions of Employment Requires completion of a background check and self-disclosure of criminal history Requires the ability to utilize and maintain state issued equipment such as a laptop Requires ability to travel in the performance of duties, with overnight stays as appropriate Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
