Expected Hiring Range: $66,336 to $74,628

Starting Salary Depending on Experience and Qualifications

Under direction, plans, organizes, and manages the daily operations of the Towns Economic Initiatives activities and staff.

Essential Functions
  • Assists potential new businesses in site analysis, including demographic, tax, fee, development, permitting, and related information.
  • Collaborates with intra- and inter-departmental personnel, develops project goals and objectives, evaluates project success and regulatory compliance.
  • Completes website edits and additions on various sites.
  • Reviews and provides updates to information about Oro Valley on regional partners sites where Town information is housed or promoted.
  • Manages the Towns Business Retention and Expansion (BR&E) Program, including co-management of the Shop Oro Valley Campaign with the Oro Valley Chamber of Commerce.
  • Makes presentations that demonstrate implementation strategies regarding the Towns ongoing policy of broadening its retail, commercial, and industrial base.
  • Manages and directs complex projects by coordinating, forecasting, budgeting, analyzing, and collaborating.
  • Prepares and reviews reports and correspondence; provides advice, researching and analyzing information such as cost-benefit studies, developing and maintaining databases, and responding to and forwarding inquiries related to economic development issues.
  • Prepares forecasts for project funding, assists in the development and implementation of budgets, monitors project budgets, authorizes expenditures and budget allocations, reviews budget documents and prepares reports and communications.
  • Prepares verbal and written reports, creates information packets including economic, statistical, financial, population, growth, demographic, and other information for dissemination to retail and commercial businesses and primary employers.
  • Proposes and writes resolutions, ordinances, staff reports, commercial activity reports, financial participation agreements and other official documents as required related to Economic Development.
  • Provides back-up support to the Community and Economic Development Director as needed for projects and during absences.
  • Represents the Town as a liaison in local and regional economic development, private and public arts programs, retail, business, marketing, Chamber of Commerce, and related associations and at meetings, conferences, and trade shows.
  • Assists with the forecasting, development and monitoring of the department budget.
Required Knowledge, Skills and Abilities
  • Ability to communicate effectively both verbally and in written communication.
  • Ability to establish and maintain effective working relationships.
  • Ability to observe, review and check the work of contractors to ensure conformance to standards and local, state, and federal agencies.
  • Ability to operate personal computer hardware and software, office computing suites, and
    online meeting programs.
  • Ability to organize work, set priorities, meet critical deadlines and follow up on work assignments with minimal supervision.
  • Knowledge and competence in management, collaboration, project development and
    implementation, and leadership principles.
  • Knowledge of management and/or supervision principles and possession of strong leadership skills.
  • Knowledge of research sources and trend data reports for new development techniques
    and methods.
  • Knowledge of Town and Department policies and procedures.
  • Skill in interpreting and applying relevant Town, state and Federal statutes, ordinances,
    codes, rules and regulations governing economic development and tourism.
  • Ability to demonstrate flexibility and judgment in difficult or stressful situations.
Minimum Qualifications
  • A bachelors degree from an accredited college or university in Economics, Business, Public Administration, or a closely related field.
  • Five (5) years experience in private or public economic development.
  • Must possess a valid Class D Arizona driver license upon the first day of employment.
  • An equivalent combination of education and experience may be considered.
Environmental Factors and Working Conditions
  • Work is performed in an indoor and outdoor environment.
  • Some local, state, and national travel is required.
  • Regular and reliable attendance; may work more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.
