This position is responsible for supporting the Finance Director by performing the core financial functions of the City including overall financial management, accounting, reporting, budgeting, payroll, procurement, internal auditing and financial record keeping. Duties are highly responsible and complex, requiring independent judgment, and are accomplished under the general direction of the Finance Director. Responsibilities involve a progression of tasks necessary to produce timely and accurate statements of the City's financial condition. These tasks include developing internal control procedures, which will promote efficiency and accuracy, and identifying weaknesses in existing methods in order to reduce risks of decisions being based on misinformation.
Major Duties
Minimum Qualifications
Bachelor's degree required in Finance, Accounting, Business Administration or related field; Master's degree preferred; five (5) to seven (7) years of progressively responsible financial management experience, with at least two (2) in a supervisory position; prefer knowledge of municipal government financial operations; equivalent combination of education and experience.
Knowledge Required by the Position
Supervisory Controls: The Finance Director assigns work in the form of general objectives and procedures.
Guidelines: Guidelines include governmental Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards (GAS), GASB, City and departmental rules, and other Federal, State and local laws, regulations, policies, procedures and standards related to public financial recording keeping and reporting. These guidelines are sometimes clear and specific, but may require interpretation in application. Complexity: Work requires analysis and judgment in accomplishing diversified duties. Work requires the exercise of independent thinking within the limits of guidelines, policies, standards, and precedents. Scope and Effect: The purpose of this position is to assist in planning and directing the financial operations and management of the City. Successful implementation ensures effective administration and implementation of approved financial policies, procedures, plans and programs. Personal Contacts: Contact is typically with co-workers, auditors, elected officials, City employees, other local government officials and the general public. Purpose of Contacts: Contacts are typically to give and exchange information, resolve problems, and provide services. Physical Demands: Work involves walking, talking, hearing, using hands to handle, feel or operate objects, tools, or controls and reach with hands and arms. Vision abilities required by this job include close vision and the ability to adjust focus. The employee may be required to lift items weighing up to 10 pounds. Work Environment: Work is performed in an office setting, sitting at a desk. The employee may be exposed to a moderate amount of noise.
