Overview An Investigator with the Midland County Fire Marshal's Office is a certified peace officer responsible for examining the origin and cause of fires or explosions that pose a threat to life, property, or the environment. This role involves reporting to a supervisor and other management members, with the investigator potentially working from either an office or field location, depending on the assignment. The investigator has a solid understanding of established standards related to fire investigations, inspections, fireworks, and fire and life safety hazards. Additionally, the Investigator patrols the County to identify, investigate, and address issues related to illegal dumping, littering, and public nuisances as defined by County orders or state and federal laws. This includes issuing notices of violations or citations to offenders and participating in necessary legal actions. The investigator also provides public education on fire prevention and solid waste disposal to residents and organizations within Midland County. Responsibilities Investigate the origins and cause surrounding fires and explosions. Ensure the quality, accuracy, and timely completion of tasks, including program management, in accordance with the policies and procedures of the Midland County Fire Marshal's Office (MCFMO). Assist in preparing cases for presentation to the district attorney or other appropriate authorities when evidence of a crime is present and provide testimony in court as required. Execute administrative functions in compliance with policies and procedures, which include completing, reviewing, and maintaining records and reports, as well as developing summary data reports as needed. Serve as a member of an Incident Management Team during emergency or disaster situations. Maintain situational awareness of all MCFMO activities. Participate in committees, boards, or other teams as assigned by the Fire Marshal. Perform assigned tasks safely and document and report any initial accidents, injuries, or health exposures in accordance with established safety practices and MCFMO policy. Respond to complaints regarding illegal burning and dumping. Patrol known areas for illegal dumping activities and investigate crime scenes related to illegal dumping. Conduct surveillance of suspected criminal activities. Obtain and serve subpoenas. Make arrests, interview suspects, and remain well-informed about all applicable laws in Texas. Educate fellow law enforcement personnel on fire-related crimes and issues pertaining to illegal dumping. Educate the public about fire-related crimes and illegal dumping. May be assigned to any division within the MCFMO. Perform additional duties as directed by a supervisor or senior staff member. Qualifications High school diploma or equivalent. Valid Texas Peace Officer License and obtain an Arson Investigator certification from the TCFP within 1 year. Minimum of 5 years of law enforcement experience, with a focus on investigations. Strong knowledge of arson and environmental crime laws and regulations. Excellent analytical, communication, and interpersonal skills. Ability to work in a fast-paced environment and handle multiple cases simultaneously. Proficiency in using computer systems and investigative tools. Texas Criminal Code regulations and procedures; understanding the legal system; proficiency with personal computers and software; safe handling of firearms; effective use of still and video cameras; operation of office equipment, such as copiers and fax machines; handling investigative tools, including fingerprinting and communication devices, as well as conducting criminal investigations and trials. Knowledge of disaster planning principles and practices, fire cause determination, code inspections, safety protocols, hazardous materials management, accident analysis, and coordination of major emergencies, including their causes, impacts, mitigation strategies, response protocols, lines of authority, resource needs, damage assessment, recovery methods, and safety and survival techniques. Awareness of various natural and man-made emergencies, their likelihood, and potential impact on the community; familiarity with emergency services communication systems and equipment; understanding of organizational and management principles; and efficient resource allocation practices. #J-18808-Ljbffr Midland County News
