Overview SENIOR POLICY ANALYST – Department of Housing, Bureau of Policy, Planning and Implementation (PPI) Job Number: 413886 • Number of Positions: 1 • Starting Salary: $83,052.00/Year Applications for this position will be accepted until 11:59pm CDT on 9/30/2025. The Department of Housing's mission is to expand housing access and choice and to ensure every Chicagoan has access to quality homes that are affordable, safe, and healthy. The Department pursues this mission by investing in affordable housing developments, supporting low-income homeowners, and reinvesting in disinvested communities. The Bureau of Policy, Planning, & Implementation (PPI) contributes to this mission by helping DOH be responsive to the changing legal, fiscal, and political environments in which it operates, and by empowering DOH to proactively influence those environments. We do this through advancing DOH's legislative priorities and research agenda, engaging community to inform the department's work, establishing and running new DOH programs, supporting program teams with process improvement initiatives and technical assistance, and fostering a culture of data-driven, outcomes-based program design. The bureau is divided into two divisions, Policy & Planning, and Implementation & Evaluation. The Senior Policy Analyst will report to the Director of Policy & Planning and supervise the Policy, Research, and Legislative Affairs group responsible for policy research, data analysis, new program development, and legislative drafting. This is a supervisory role that will work directly with the Deputy Commissioner for Policy, Planning, and Implementation, Director of Policy & Planning, and other PPI Bureau leads to build out program development and incubation and evaluation and improvement systems. Essential Duties Provides day-to-day supervision for professional staff engaged in policy, research, and legislative affairs work. Supports the research, development, and implementation of the department's policy and legislative agenda. Participates in the formulation of policy positions and assists in managing policy and research activities related to departmental projects and initiatives. Drafts potential City Council legislation; reviews and analyzes proposed and passed local, state, and federal legislation and rules. Identifies and solicits potential funding sources for city programs. Oversees the preparation of grant proposals to obtain federal, state, and other grants and creates criteria to evaluate delegate agency funding proposals. Advises the Director of Policy & Planning, Deputy Commissioner, and Commissioner of Housing in establishing key policy and legislative priorities, timelines, and processes to further the mission and vision of the department. Works with other Department bureaus and divisions to develop standard internal policies and procedures. Supports stakeholder relationship management to advance Department legislative and policy priorities, socialize new policies, and gather feedback on existing Department programs and services. Analyzes legislation and prepares legislative summaries to keep management abreast of new legislation and trends affecting targeted group populations. Performs other related duties as assigned. Qualifications Seven (7) years of supervisory experience in a role related to planning, implementing, and analyzing legislation/policy for programs affecting targeted groups and/or grant preparation experience, OR Graduation from an accredited college with an Associate's degree in Business Administration, Public Administration or a directly related field, plus five (5) years in a supervisory role related to planning, implementing, and analyzing legislation/policy for programs affecting targeted groups and/or grant preparation experience, OR Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration or a directly related field, plus three (3) years in a supervisory role related to planning, implementing, and analyzing legislation/policy for programs affecting targeted groups and/or grant preparation experience, OR Graduation from an accredited college or university with a Master's degree or higher in Business Administration, Public Administration or a directly related field, plus two (2) years in a supervisory role related to planning, implementing, and analyzing legislation/policy for programs affecting targeted groups and/or grant preparation experience Selection Criteria This position requires applicants to complete an interview which will include a skills assessment as part of the interview.
