Job Description

Overview SENIOR POLICY ANALYST – Bureau of Policy, Planning and Implementation, Department of Housing, City of Chicago. The department’s mission is to expand housing access and choice, ensuring every Chicagoan has access to quality, affordable, safe, and healthy homes. This role reports to the Director of Policy & Planning and supervises the Policy, Research, and Legislative Affairs group. Responsibilities Provide day-to-day supervision for professional staff engaged in policy, research, and legislative affairs work. Support the research, development, and implementation of the department’s policy and legislative agenda. Participate in formulating policy positions; manage policy and research activities related to departmental projects and initiatives. Draft potential City Council legislation; review and analyze proposed and passed local, state, and federal legislation and rules. Identify and solicit potential funding sources for city programs. Oversee the preparation of grant proposals to obtain federal, state, and other grants and create criteria to evaluate delegate agency funding proposals. Advise senior leadership in establishing key policy and legislative priorities, timelines, and processes to further the department’s mission and vision. Collaborate with other department bureaus to develop standard internal policies and procedures. Support stakeholder relationship management to advance department priorities, socialize new policies, and gather feedback on programs and services. Analyze legislation and prepare legislative summaries to inform management of new legislation and trends affecting targeted populations. Qualifications Seven (7) years of supervisory experience in a role related to planning, implementing, and analyzing legislation/policy for programs affecting targeted groups and/or grant preparation experience, OR Graduation from an accredited college with an Associate’s degree in Business Administration, Public Administration or a related field, plus five (5) years in a supervisory role related to planning, implementing, and analyzing legislation/policy for programs affecting targeted groups and/or grant preparation experience, OR Graduation from an accredited college or university with a Bachelor’s degree in Business Administration, Public Administration or a related field, plus three (3) years in a supervisory role related to planning, implementing, and analyzing legislation/policy for programs affecting targeted groups and/or grant preparation experience, OR Graduation from an accredited college or university with a Master’s degree or higher in Business Administration, Public Administration or a related field, plus two (2) years in a supervisory role related to planning, implementing, and analyzing legislation/policy for programs affecting targeted groups and/or grant preparation experience. Selection Criteria: This position requires applicants to complete an interview which will include a skills assessment. The most qualified candidate(s) will be selected based on the interview. Preferred Experience Previous experience working with Housing and Urban policy issues Previous experience working in Chicago’s neighborhoods and with the political process Proficiency in quantitative and qualitative data analysis Ability to interpret academic content (studies and reports) and legal content (legislation and rules) Additional Information Location: Department of Housing Address: 121 North LaSalle Street Shift: Monday – Friday Hours: 9:00am-5:00pm
