Position Overview Serves as the Bureau Chief for the 911 Telecommunication Services under the Division of 911; identifies new concepts for implementation; establishes long-range plans; through subordinate managers, directs and controls personnel, fiscal management, associated training, and other resources to accomplish the Bureau's goals and objectives; provides guidance in managerial development utilizing experience, vision, and communication skills to guide the expectations and final work product of subordinate regional managers; is actively involved in labor relations regarding communications center employees and immediate staff, such as discipline, grievances, and the development and administration of management policy and procedures; assigns and reviews work; provides guidance and training to assigned staff Reassigns staff to meet day to day operating needs; establishes annual goals and objectives; through subordinate supervisors, oversees the inspection process and reviews on-site inspection reports of Illinois State Police consolidated communications centers Ensure compliance with federal, state, and departmental rules and regulations; develops strategies and provides guidance to regional supervisors responsible for establishing goals and objectives for their assigned areas of responsibilities; monitors and plans for Legacy transitions into the Next Generation platform; monitors budget requests and expenditures to ensure adherence to sound fiscal principles, department policy, Governor's Office of Management and Budget, and departmental policy; responsible for management of overtime expenditures at all consolidated communication centers. Essential Functions The Bureau Chief coordinates and implements operational and administrative policy, procedures, rules, and regulations in support of all Illinois State Police consolidated communications centers to ensure the mission of the Telecommunication Services Bureau and its objectives are completed thoroughly and timely. Serves as full-line supervisor. Assigns regional programs and projects; determines goals and objectives for personnel assigned to the Telecommunication Services Bureau; determines staff functions for regional managers. Coordinates and manages the budget of the Telecommunication Services Bureau. Participates on committees and boards; consults with division heads, other state, local, and some federal agency administrators relative to telecommunication services provided by the Illinois State Police. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill, and mental development equivalent to completion of four (4) years college. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization. Preferred Qualifications Prefers completion of a Master's degree or higher. Prefers at least three (3) years of experience in strategic planning efforts or formalized project management techniques. Prefers at least two (2) years of experience in fiscal management and budgeting. Prefers at least two (2) years of experience establishing goals and objectives for subordinate personnel. Prefers at least two (2) years of experience serving as a coordinator over a large statewide program in a public or private sector environment. Prefers at least two (2) years of experience working with personnel matters in the private or public sector. Prefers at least two (2) years of experience with disciplinary and/or grievance procedures. Prefers at least two (2) years of experience reviewing, establishing, implementing, and interpreting directives, procedures, statutes and legislation. Prefers at least two (2) years of supervisory experience in a public safety communications center. Prefers at least one (1) year of experience with and/or knowledge of law enforcement computer systems (such as LEADS, CAD, NLETS, NCIC, FOID, SALOON, CCH), law enforcement filing, law enforcement records systems, law enforcement terminology and concepts, security, and privacy regulations.
