POSITION PURPOSE

Under limited supervision, performs a variety of supervisory and administrative tasks in coordinating, monitoring the successful implementation of district initiatives for compliant programming as aligned with the North Carolina Standard Course of Study and Extended Content Standards. Ensure district compliance with state procedures and federal law regarding the referral, identification, IEP development, placement, and services provided to students in Exceptional Children's programs. The position is to oversee program compliance; informing district and school-based staff of the implications of any changes, and ensuring alignment as it relates to students with disabilities. The position is responsible for working directly with district and school-based staff in developing strategies and techniques for assessing and increasing achievement aligned with compliance regulations for students with disabilities. This position may assist in the supervision of Exceptional Children Department staff (Program Specialist, Leads, Instructors or other).

KNOWLEDGE, SKILLS, AND ABILITIES
  • General knowledge of the wide range of disabilities found in the special education population.
  • General knowledge of adapted equipment particularly for the neurologically and orthopedic ally impaired student population.
  • Ability to develop individual education plans for students with adapted physical education needs.
  • Ability to administer, interpret, and report assessments used within adapted physical education.
  • Considerable knowledge of exercise physiology which allows the teacher to safely modify and adapt physical education programs to safely meet the needs and abilities of students.
  • Ability to maintain and complete accurate records and to develop reports as required.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Strong behavior management and discipline skills.
  • Ability to work in varied settings and devise a working schedule compatible with several school locations.
  • Conduct activities with integrity and in compliance with applicable local, state and federal standards, policies and guidelines.
  • Demonstrate knowledge of current special education program state and federal regulations.
  • Maintain the dignity, privacy, and confidentiality of all students with disabilities, families, and school personnel.
  • Establish and maintain professional, collegial, and appropriate relationships with school personnel, students, and their families.

  • Maintain boundaries for relationships and communication with students and their families within the professional and ethical scope of responsibility. Refer questions about student progress to appropriate licensed professionals.
EDUCATION, TRAINING, EXPERIENCE - CERTIFICATION AND LICENSE REQUIREMENTS
  • 3 to 5 years of experience working with special education either as a teacher or in an administrative capacity; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
  • Licensure in Special Education or Related Field.
  • Preferred Master's degree in special education, psychology, related services, or a related field,
  • Experience with providing compliance auditing, reporting and data collection for students with disabilities.
  • Experience with Every Child Accountability Tracking System (ECATS) and data management skills with NCEdCloud
  • Such alternatives to the above as the Board finds appropriate and acceptable
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Supervision for ensuring compliance of programs with federal, state and local regulations.
  • Oversight of all district Extended Content Standards classrooms ensuring instruction aligns with Extended Content Standards, individualized communication systems, daily living and functioning to include behavior support (including allocations and student assignments). Maintain up to date district level rosters for all classrooms of students on the Extended Content Standards.
  • Coordinate district collaboration of supporting teachers on strategies/techniques for increasing achievement (SWD) based on academic, behavioral and/or daily functional needs. Primary supports students on Extended Content Standards. Secondary supports students on Common Core Standards who require intensive supports.
  • Coordinate instructional tools and strategies for the provisions of services of students with disabilities to align with Extended Content Standards curriculum. Manage online curriculum resources specified for district Adapted Curriculum classrooms- such as Unique Learning Systems (ULS) or others.
  • Coordinate reviews of district Adapted Curriculum classrooms in collaboration with district EC staff and school administration for ensuring instruction aligns with Extended Content Standards, individualized communication systems, daily living and functioning to include behavior support (including allocations and student assignments).
  • Collaborate, coordinate and/or facilitate various assistance within the Exceptional Children Department to include, but not limited to
    • Implementation of Project Search
    • District assistive technology team
    • District level Professional Learning Community structure for Teachers of students on Extended Content Standards
    • Supporting school staff or other district personnel in Extended School Year and summer learning opportunities processes and procedures
    • District protocols of community based instructional outings for adapted curriculum classrooms/schools. Serve as a liaison between district and community
    • Professional development opportunities (plan, coordinate and implement)
    • Implementation of Adapted Physical Education
  • Collaboration with district staff on new enrollments for paperwork review.
  • Facilitate and assist with evaluation of effectiveness for programmatic selection and implementation for provision of services of students with disabilities on Extended Content Standards - to include district or school-based selection and implementation of resources (i.e. ULS).
  • Collaboration with school-based staff in scheduling for students on Extended Content Standards to participate in inclusive environments (i.e. electives or other time with non-disabled peers).
  • Provide support and feedback to school staff (including administrators) regarding effective instructional practices related to SWD.
  • Facilitate and collaborate on discussion about curriculum and service delivery at district and school levels to support guiding processes in decisions for provision of services for students with disabilities
  • Supports facilitating the planning and implementation of in-service education programs for parents, teachers and administrators in providing district level training and ongoing support in maintaining provisions for Special Education Services.
  • Supports facilitating the coordination of staff, information and items related to working on cases that may involve an advocate, an attorney and/or a state complaint. Specifically, for students on Extended Content Standards.
  • Coordinates collaboration with Research and Accountability for alignment of report card systems, required reports (i.e. 1% justification) and Department of Instruction course codes for Teachers of students on Extended Content Standards.
  • Attend community or other partnership committees with the district, when appropriate.
  • Collaborate with PreK/Early Childhood in supports for students receiving services with intensive needs and/or transitioning to school age services.
  • Support with student observation when considering provision of services for students with disabilities. Provide feedback with modeling and coaching, when necessary.
  • Attend and support facilitation of IEP meetings, as appropriate.
  • Stay abreast of district and state policies pertaining to the content area and communicates this information to the Executive Director of Exceptional Children, related service leads or other impacted district staff as necessary.
  • Performs other related work as required.
WORKING CONDITIONS

PHYSICAL DEMANDS

Work is considered light physical work requiring the exertion of up to 50 pounds of force. Substantial amount of time spent standing and/or walking. Physical demands to include but not limited to lifting, pushing and/or pulling equipment; sitting, walking, and standing for a range of periods throughout the day; supervising indoor and outdoor environments within the work schedule.

WORK ENVIRONMENT

Employees in this position are required to work in indoor and outdoor environments, and come into direct contact with ABSS staff, students and the public.
