Position Overview:

We are seeking a highly motivated attorney to serve as the Legislative Director for Finance, Pensions and Intergovernmental Affairs (FPIGA). This position also serves as NACo’s liaison to the Local Government Legal Center (LGLC).

This position is responsible for developing and executing advocacy strategies, analyzing legislation and regulations, and engaging with federal officials and member counties on a portfolio including tax, finance, municipal bonds, public pensions, intergovernmental relations, and local governance legal issues. The Legislative Director will ensure counties have a strong voice in key federal fiscal and intergovernmental decisions and lead NACo’s engagement in legal advocacy through the LGLC.

Key Responsibilities:

  • Develop and execute advocacy and legislative strategies related to federal tax policy, municipal finance, public pensions, elections, intergovernmental relations, and local government law.
  • Analyze legislation and regulations affecting counties and communicate NACo’s positions to Members of Congress, federal agencies, and relevant stakeholders.
  • Serve as NACo’s liaison to the Local Government Legal Center, coordinating legal advocacy efforts on issues impacting local government authority.
  • Monitor litigation and regulatory trends affecting county governments and contribute to amicus brief development where appropriate.
  • Draft legislative summaries, fact sheets, talking points, comment letters, and congressional testimony.
  • Present policy issues at NACo meetings, state association conferences, and national coalitions, supporting member education and engagement.
  • Coordinate with NACo members and state associations to build and maintain grassroots advocacy capacity.
  • Plan and execute policy briefings and workshops in conjunction with NACo conferences and meetings.
  • Prepare written materials such as blog posts, newsletter articles, and alerts for NACo publications and online platforms.
  • Support NACo’s FPIGA Steering Committee, including policy development, resolutions review, and committee communications.
  • Perform other duties as assigned.

Qualifications, Preferred Competencies and Skills:

  • J.D. and active bar membership preferred (any U.S. jurisdiction).
  • Minimum three years of professional experience in legislative or regulatory policy, advocacy, or public law.
  • Experience in public finance, tax law, pension policy, or intergovernmental affairs strongly preferred.
  • Strong understanding of the federal legislative process and administrative rulemaking.
  • Familiarity with county structure, local governance, and intergovernmental relations.
  • Exceptional written and verbal communication skills, including the ability to translate complex legal or policy topics into accessible materials.
  • Proven track record of coalition building, legal advocacy, or government relations.
  • Experience working on Capitol Hill, in a federal agency, association, or nonprofit is a plus.
  • Ability to work independently and collaboratively in a fast-paced, bipartisan environment.

Base Salary Range: $100,000-$110,000
